On June 30, 2011, all permits to operate limited video lottery machines will expire and be up for renewal for the next ten-year term lasting through 2021. Although the law automatically rolls over and legislation is not required, some groups have suggested ways to make the rebid different, which would require the Legislature to act.

Governor Joe Manchin has appointed a select panel of key officials to study the issue of limited video lottery and the rebid. Hearings are open to the public, allowing anyone to voice their concerns and views regarding how the renewal process should occur. The panel includes:

  • John Musgrave, Executive Director of WV Lottery Commission
  • Patti Hamilton, Executive Director of WV Association of Counties
  • Virgil Helton, Tax & Revenue Secretary of the state budget office
  • Lisa Dooley, Executive Director of WV Municipal League
  • Brian Noland, Chancellor of Higher Education Policy Commission
  • Rodney Miller, President of Sheriffs’ Association and Boone County Sheriff
  • Jim Spears, Secretary of Military Affairs & Public Safety
  • John Melton, Lawyer for the WV Lottery Commission
